Since China adopted the policy of reform and opening to the outside world more than three decades ago, China’s garment industry has developed into an industry with strong competitive advantage on the world market. In this process of development, garment industrial clusters have experienced three stages from “spontaneous development” and “under the conscious guidance of government” to “organized upgrading”. They have made significant progress in terms of both quality and benefits and taken a substantial step forward on restructuring and upgrading. This paper mainly introduced the position and role of industrial clusters in the development process of Chinese garment industry and forecast their developing trend from the perspective of industry development.
