In this paper, the origin of quality identification activity and its development on textile industry as well as the current situation of government supervision were reviewed in China. Some issues of the basis of quality identification, the equity of result, the system to optimize and the operation of organization were analyzed. How to establish the mechanism was suggested in the perspective of consumer, corporation , buyer and government.
