With the use of such theories as innovation，industrial economics，clothes engineering and administration，this article initially researches into its different elements and their relations and functions from the direction of invention. Meanwhile it stresses that in the practical process of the innovation in apparel industry we must be first led by new conception，ensured by new system，centered by new technology，guided by new management， and directed by new market; and then we can achieve the sustained development in Chinese apparel industry.
