Moving textile and garment enterprises from the eastern coastal areas of China to the middle and western areas is an important step in the regional restructuring process of the Chinese textile industry, and also one of the major tasks during the 11th “Five-year Plan”period(2006—2010). This article deals with the subject of“gradient development”strategy of the textile industry from different angles such as industrial distribution, readjustment of economic structure, state policies and rules of economic development.
