The article first introduces the functions of National Cotton Council of America (NCC), and then discusses the current situation and existing problems of the cotton industry in Xinjiang Uygur Autonomous Region. By studying the successful concept and operation mode of NCC, the authors try to find an applicable path for the upgrading and sustainable development of Xinjiang cotton industry.
