Based on the practical situation of China and the theory of industry upgrade and value chain, an analysis on China´s textile and apparel industry developments and countermeasures under financial crisis has been made. Five restricting factors and six suggestions on how to realize China´s textile and apparel industry upgrade have been brought up.
