During the 12^th Five-year Plan period, Chinese textile industry will implement industry shift and layout optimization in a highlight and gradient oriented way, and promote areas’ harmonious development, which will help this industry transfer from scale increase to profit increase. Based on the productivity layout condition in 11th Five-year Plan period, this article has studied the blue print of productivity layout in the 12^th Five-year Plan period and the relative policy measure.
