Chinese textile industry’s energy saving and emission reduction has become the crucial matter of sustainable development. On the condition of market economy, there are market failures in the fields of energy saving and emission reduction. In the view of the economics’ characteristic on energy saving and emission reduction, this paper has analyzed the mechanism of the industry regulation to solve this problem and conceive the mechanism to regulate the energy saving and emission reduction.
