The textile industry is a traditional pillar industry in Shaanxi province. After 70 years' development, the output value of Shaanxi's textile industry has grown from CNY 53.43 million in 1949 to CNY 44.5 billion and CNY 3.16 billion worth of profits in 2018.

After the implementation of the "Three-year Revitalization Plan" and the "12th Five-Year Development Plan", Shaanxi's textile industry has made gratifying changes through the establishment of the industrial park, reform and innovation, as well as structural adjustment.

First, Shaanxi province has fully utilized the industry-university-research cooperation in the textile industry, which has formed new overall advantages in the high-tech functional garment, as well as scientific research and education. The textile and garment colleges headed by Xi'an Polytechnic University and other scientific research institutes like the Shaanxi Textile Science Institute have a good foundation and strong research strength. A high-tech functional textile and garment industry base are being formed, which can meet the needs of civilian, military, industrial and other purposes. It has become the new highlights in the development of China's textile industry.

Second, a group of flagship enterprises and advantageous enterprises were formed. The enterprises have formed new competitiveness. And various brands have become well-known trademarks in China.

Third, the two major industrial parks play an important role in cultivating platforms. The planned area of Xi'an Modern Textile Industrial Park is 4.7 square kilometers. This industrial park has been awarded the title of China Textile Industrial Base by China National Textile and Apparel Council. It has completed infrastructure investment of about CNY 2 billion, meeting the demand of enterprises. It has introduced 50 projects, of which 41 projects have been completed, providing 8,000 jobs opportunities. And the annual output value is about CNY 3 billion after all the projects are put into production.

In order to speed up the construction of the entire industrial chain of textile and garment industry, the emerging Textile Industrial Park in Xianyang city, Shaanxi Province, has established the Textile and Garment Design Alliance and the Shaanxi-Shenzhen Fashion Design Industry Alliance on the basis of the Textile and Garment Innovation Park and the Shaanxi Branch of the National Textile Fabrics Pavilion. Based on the platform, the professional committee of textile and garment designers has also settled in the industrial park. Xianyang Online Textile City has signed up nearly 20 enterprises, and the industrial park has been recognized as the "National Foreign Trade Transformation and Upgrade Base" by the Ministry of Commerce.

Fourth, Yulin has become a national famous city for the wool garment. The city has a total of 350 cashmere processing and related enterprises, employing more than 30,000 people, with an annual output of 16 million pieces. The market covers more than 20 provinces, municipalities and autonomous regions in China, and the sales account for 75% of similar products in China.

Fifth, Changxing Town of Meixian County became the largest cotton textile base in Shaanxi province. There are more than 50 textile enterprises in the town, with an annual spinning capacity of 400,000 spindles, 40,000 tons of cotton yarn and 460 million meters of grey fabric. The products mainly include polyester/cotton blended fabric, pure cotton, grey cloth, printed cloth, etc., which are exported to the United States, France, Germany and other countries. It is the "Shaanxi Textile and Apparel Export Base" recognized by the Shaanxi Provincial Department of Commerce. At present, it has formed an integrated industrial chain including spinning, weaving, printing and dyeing, and garment processing.

After reform and innovation, Shaanxi has now formed a textile industry system with cotton textiles as the main body, including garment and home textiles, textile machinery, wool textiles, printing and dyeing, silk and textile education, and scientific research.

Entering the new era, China's textile industry is constantly shaping a new image based on the new position. With the deepening of the industrial transfer from the east, the western region is fully qualified to create a fashion center. The distinctive characteristics of Shaanxi's textile industry determine that Xi'an can shoulder such a heavy responsibility to establish a fashion center, so as to lead the fashion development of the western region.

The development potential of Shaanxi's textile industry is tremendous. On the one hand, the government must change the concept, give the decision-making power to the enterprises, and change management into service. On the other hand, managers and professionals engaged in textile and garment industry should change their mindsets and learn advanced concepts and management methods in the eastern coastal areas of China, including the understanding of fashion, new business models, truly connecting with the east region, and creating a new business card of the western fashion center.
