The textile industry developed in Xinjiang has a unique resource advantage. In recent years, driven by a number of preferential policies, the pace of transformation and upgrading of Xinjiang's textile industry has accelerated, and the trend of digitalization and intelligence has become increasingly apparent.
Xie Qing, deputy director of the Department of Industry and Information Technology of Xinjiang Autonomous Region, said that at present, a large number of well-known textile and garment enterprises in the industry, have successively invested in Kashgar, Aksu, Urumqi Municipality, etc. In 2018, the number of cotton spinning spindles in Xinjiang has reached 18.09 million spindles.
Xie Qing introduced that most of the cotton spinning production capacity in Xinjiang has adopted first-class ring spinning, rotor spinning, vortex spinning equipment at home and abroad. At the same time, the product quality and market competitiveness of textile enterprises in Xinjiang have been significantly improved, which can meet the demand of downstream high-end brand enterprises.
Currently, accelerating the extension of the industry to the downstream and upgrading the associated industries have become the consensus of the development of the textile and garment industry in various parts of Xinjiang.
In Bayingol Mongolian Autonomous Prefecture, the entire industrial chain of the textile and garment industry has begun to take shape in the Korla Economic and Technological Development Zone. Ji Hong, the director of the management committee of the development zone, said that in the next step, they will focus on promoting the extension of the industrial chain to the downstream industries, enhancing the high added value of the industry, building the western sock industrial park and undertaking the industrial transfer of Hebei Province, including, towel industrial park, home textiles industrial park, so as to form the industrial clusters with distinctive characteristics, obvious advantages and strong competitiveness, and strive to make Korla Economic and Technological Development Zone a national large-scale textile and garment production and processing base.
In Akesu Prefecture, another textile town in the southern Xinjiang, a textile and garment industry chain project has been signed by Akesu Textile Industrial City (Development Zone) and Akesu Furui Cotton Textile Co., Ltd. After this project is put into production, it will make up for the shortage of downstream industries such as weaving and garment.
Currently, Xinjiang Autonomous Region is striving to create a new pattern of modern textile and garment industry, that is, to build an innovation-driven, green-lead, and open industry. From 2018 onwards, Xinjiang Autonomous Region planned to gradually phase out 30,000 spindles of the cotton spinning capacity and backward equipment by technological transformation and replacement in three years, and accelerated the pace of intelligent and green development in the fields of weaving, printing and dyeing, garment, home textiles, knitting, technical textiles, etc., so as to further improve the digitalization and intelligence level of technical equipment, and further improve the level of the Xinjiang textile and garment industry.
According to the "Xinjiang Textile and Apparel Industry Development Plan (2018-2023)", by 2023, Xinjiang will build a high-quality cotton yarn production base with global competitive advantages, a largest textile export processing base in the western region and a distribution center to the west. The technological innovation capability and endogenous power will be further enhanced, the product quality will be significantly improved, the industrial development environment will be enhanced, and the overall strength and development level of the whole industry will reach a new level.
The blueprint has been drawn, but there is still a lot to be done. Xie Qing said that for Xinjiang's textile and garment industry, only by making up for shortcomings and strengthening internal strength, can we achieve industrial transformation and upgrading as soon as possible.
