In order to carry out "Guiding Opinions of the CPC Central Committee and the State Council on Launching the Quality Improvement Action" and the requirements of the Central Economic Working Conference, and implement new industry standards projects, nine government organs, including AQSIQ, MIIT, NDRC, MOST, CAS, CAE, SAC, etc., jointly released "New Material Standards Pilot Action Plan (2018-2020)" (hereinafter referred to as the "Action Plan").

The "Action Plan" proposes ten major actions to promote the implementation of the new material standards pilot projects and encourage related industries to improve new material products and services by using standards. The ten major actions are as follows:

1. Establish industry standard system for new material industry

2. Develop "pilot" standards for new materials

3. Optimize the standard supply structure

4. Promote coordinated development between standards development and scientific and technological innovation and industrial development

5. Establish evaluation criterion for new materials

6. Explore the innovation in standards-establishing mechanism

7. Promote the generalization between military and civilian standards

8. Promote new material standards to "go global"

9. Carry out standardized application demonstration for new materials

10. Build standardized information platforms
