Shaoxing Printing & Dyeing Industry to Hit Upgrading Target in 2017

Textile printing & dyeing industry has been a traditional competitive industry in Keqiao District, Shaoxing, Zhejiang Province, with capacity accounting for about 1/3 of the national total. However, as a high energy-consuming and high-pollutant industry, both COD and ammonia-nitrogen emissions account for more than 95% of local total. At present, 167 local enterprises are in the list of "high-energy-consuming and high-polluting enterprises" in Zhejiang Province and more than 90% of them are from chemical fiber and printing & dyeing sectors.


According to the plan for concentrating printing & dyeing capacity which was released last year, by the end of 2015, 52 enterprises will move to new location and close their old plants; and by the end of this June, 44 printing & dyeing enterprises shall fulfill their renovation and upgrading tasks on their current locations. Those who fail to fulfill the tasks will be forced to shut down.


According to this plan, in principle all the printing & dyeing enterprises will move to Binhai Industrial Park in the coming five years, so there will be no printing & dyeing enterprises outside the industrial park.


Up to now, 96 enterprises have signed agreement to move into the industrial park in three batches and 40 projects of 52 enterprises have been put into construction. However, the gathering and upgrading pace seems slower than expected. Therefore, Keqiao District released the "Suggestions on Further Promoting the Gathering and Upgrading of Printing & Dyeing Industry" in this February.


The Suggestions asks to finish the gathering and upgrading campaign in 2017. By then, more than 50% of the textile printing & dyeing equipment will catch up with international advanced level; the quality of main products will be up to international advanced level, with per-meter added value of printed & dyed fabric increasing over 10% annually; the energy consumption per unit of added value dropping 5% each year, and other major indicators such as water consumption per unit of added value and COD emission dropping significantly, so as to turn Binhai Printing & Dyeing Industrial Park into an eco-friendly pilot industrial park for national printing & dyeing industry.


The future geographical layout of local printing & dyeing industry will be divided into concentrating zone, upgrading zone and quit zone. Enterprises in the concentrating zone are asked to strictly abide by the requirements of the eco-friendly pilot industrial park and play exemplary role in energy-saving, environment protection and innovation in terms of equipment, process, product and management; enterprises in the upgrading zone are asked to organize their production in accordance with the requirements of environment and energy assessments, further reduce the emissions of various pollutants and reach the production standards and management requirements in the concentrating zone by the end of the 13th "Five-year Plan" period (2016-2020); there will be no printing & dyeing enterprises in the quit zone by 2020. At present, there are 67 enterprises in the quit zone.
