Xinjiang Uygur Autonomous Region recently held a symposium on increasing employment by developing textile and apparel industry, on which the targets for 2015 are set. In 2015, the local textile and apparel industry will absorb fixed-asset investment of CNY 27.6 billion, up 187% over last year; add new production capacity of 2 million spindles, 120,000 rotors and 1,500 looms and an apparel production capacity of 50 million pieces and increase the production of home-textiles and carpet by more than 20% year-on-year; and recruit 67,000 new labors.

It is reported that in the second half of last year, related local departments staged seven policies and measures relating to cotton and freight subsidies, value-added tax and low-price electricity. Recently, they released practical measures for providing orientation training and social security subsidy to newly-recruited Xinjiang native employees and standards for workshop building construction of textile and apparel enterprises. These policies and measures not only helped local textile and apparel enterprises turn loss into gain, but also attracted many outside investors and offered more job opportunities to local people.

In 2014, the local textile and apparel industry provided training courses to 87,000 employees on textile production, apparel processing, hand-embroidery, carpet knitting, etc. and recruited 40,000 new labors.

Akesu is an important textile production base in Xinjiang. Recently, the local government signed an agreement with Lijie Textile Co., Ltd., a company based in Gaomi, Shandong Province. Lijie Company will invest CNY 350 million in building a textile project with 100,000 spindles of ring spinning frames, 42 sets (410 rotors) of rotor-spinning machines and 600 air-jet looms by three steps. This is the second large-sized textile project that has been signed in Akesu this year.

Tulufan, another textile production center in Xinjiang, plans to invest more than 1 billion in fixed assets, increase 300,000 cotton spindles and 500 looms and a garment processing capacity of more than 1 million pieces. Meanwhile, it will increase job opportunities and recruit 1,500 new labors this year.
