The textile industry is drawing up the “13th Five-year Plan of Textile Industry” and the draft of which will be finished in the first half of this year, Li Jincai, director of China Textile Planning Institute of Construction said at the recently held 2015 China-Asia International Textile Forum.
According to Li Jincai, the 13th Five-year Plan will focus on five directions: upgrading of textile chain, internationalization, domestic regional transfer, eco-friendly sustainable development and talent cultivation.
On pushing forward the upgrading of textile value-added chain, Li said, during the 13th Five-year Plan period (2016-2020), the technical textiles sector will grow rapidly and e-commerce will reconstruct the commercial chain of textile industry. Therefore, it is necessary for the textile industry to enhance technological innovation, improve IT transformation of textile industry, promote the position of textile products in the textile value-added chain and put stress on developing fashionable and creative textile industry.
On internationalization, Li said that China’s textile industry is under the dual pressure of developed economies’“re-industrialization” on one hand and the improved competitive advantages of South-east and South Asian economies on the other. It is necessary for the Chinese textile industry to re-establish internationally competitive advantages, introducing own brands to the world, encourage enterprises to integrate value-added chain worldwide and optimize the structure of textile exports.
On regional transfer, Li Jincai said that large-scale integration of regional economy will bring new opportunities to China’s western and central regions to take over the industry transfer. The textile industry can take the opportunities of the “develop-the-west” strategy, the strategy of “developing prosperous central China”, the “Belt and Road” strategy and Xinjiang’s strategy of expanding employment by developing textile and apparel industry, to move the industry to western and central China.
In addition, the 13th Five-year Plan also includes improving sustainable development, energy-saving and emission reduction, allocation of industrial parks, establishing waste fiber and textile products recycling system and the construction of talent team that can cope with the transformed and upgraded textile industry.
