In the press conference held by Information Office of State Council, Vice-Minister Hu Xiaoyi of Human Resources and Social Security introduced the progress of China’s employment and social security work.

Hu Xiaoyi: In employment, when facing the international financial crisis, the Chinese government put the employment work to a more prominent position of the overall economic and social development, and formulated a series of policies and measures to stabilize and expand the employment. All the departments around the country paid close attention to the implementation of various policies, and all types of enterprises performed their duties, trying to not to lay off or reduce the lay-offs as far as possible, so the employment situation in the first half of 2009 maintained basically stable.

We strengthened the employment of focused group, put the employment of college graduates to the most important position of employment work, organized the “spring action” to promote the employment of migrant workers, and enhanced the employment services for returned migrant workers. We carried out the re-employment assistance and recruitment activities of private enterprises and achieved remarkable results. We increased the policy support to self-employment, and 82 cities around China comprehensively promoted the self-employment to drive the employment. We timely established the rapid survey system of the employment data to carry out special inspection on employment work around the country.

In social security, the reform of social insurance system progressed smoothly in the first half of this year.
