Ironhanded measures aiming at eliminating obsolete production capacities are to be jointly promulgated by several national authoritative departments like Development and Reform Committee, Ministry of Industry and Information Technology, Ministry of Finance as well as the Central Bank. Nine industries causing severe pollutions including electricity industry, coal & mine industry, iron & ore industry, paper-making industry, dyeing and finishing industry and etc would face harsher surviving conditions.

Highlighted measures would include: prohibition to allocate construction land; bring down the market demand of high-consumption and high-emission industries; obsolete-production-capacity-eliminating effect be included in the assessment criteria of respective local government.
