Regional government of Xinjiang also promulgated favorable policies to attract more textile companies to invest in Xinjiang. The central government also announced to offer four hundred RMB of transportation subsidy for every ton of cotton transported out of Xinjiang.

Xinjiang government is envisaging to build two large textile manufacturing bases viz. Shihezi textile manufacturing base and Aksu textile manufacturing base. More than twenty large domestic textile companies are building new mills in Xinjiang which holistically enhanced the cotton textile manufacturing level.
