According to the National Textile Restructuring and Revitalizing Program, by the year 2011, over 7.5 billion meters of severely outdated capacity in dyeing and finishing industry with high energy and water consumption must be eliminated, accounting for 15% of overall industry capacity. 2.3 million tons of obsolete capacity in chemical fiber industry namely 10% of overall industry capacity must also be eliminated. In the beginning of 2010, specific missions were once again deployed to textile industry by the State Council, Chaired by Premier Wen Jiabao.
Textile industry witnessed irregularly and irrationally rapid development in many regions resulting severely excessive capacity in many sectors. Cotton textile industry currently possessed over 100 million spindles of capacity surplus. Regular products of chemical fiber industry also faced severe excessiveness, but differentiated chemical fiber output were still way from adequate and relies heavily on export from Japan. Textile machinery industry also faced same problems and requires imperative restructuring.
