To implement "the Program of the Twelfth Five-year Plan for National Economy and Social Development" and "the Program for National Long-Term Science and Technology Development (2006-2020)", nail down the technology innovation objects and emphasis missions in terms of industrialization and information technology in "12th Five-year Plan", guide and reinforce the technology innovations in emphasis industries, and promote of industrial transformation and upgrade, Ministry of Industry and Information Technology of the People´s Republic of China issued the 12th Five-year Plan for Industrial Technology Innovation. The program has four divisions as raw materials, machinery manufacture, consumer goods and information technology. It is valid for five years (2011-2015).

The textile industry will place emphasis upon industrial production technologies of super-imitation, differential or multi-functional fibers. In the meanwhile, the others which are emphasized are as follows:

High-performance fibers and their industrial application; multi-element PET products and technology; bio-fibers and industrial application; processing technology for environmental-protection cellulose fibers; new type spinning process; quality control during spinning; special processing technology for wool, bast fibers and silk; new knitting technology; new weaving technology; intelligent processing technology for textiles; processing technology for high performance technical textiles; pre-treating technology for high efficiency and short dyeing process; water free or less water dyeing and printing technology; on-line detection and digital technology for dyeing and printing process; functional finishing technology for textiles; ecological size and special additives; dyeing and finishing technology for new type fiber fabrics and multi-component fiber fabrics; low energy and environmental protection technology; textile waste recycling technology; modern apparel production technology; differential and hi-tech fiber production and machinery; new type spinning frames; new type looms; new type nonwoven production machinery; new type dyeing, printing and finishing machinery; design and producing technology for key accessories.
